Germany’s Ministry of Defense unveils first comprehensive Military Strategy to strengthen national and NATO readiness.
On 22 April 2026, Defense Minister Boris Pistorius formally presented the “Gesamtkonzeption der militärischen Verteidigung” (Overall Concept for Military Defense), marking a fundamental milestone in Germany’s strategic alignment. The concept is designed to boost the operational readiness of the Bundeswehr by providing a definitive military strategy and capability profile based on a comprehensive threat analysis. The adoption of this strategy demonstrates Germany’s strengthened commitment to deterrence and its willingness to assume a conventional-strategic leadership role in Europe.
Under the new capability profile, Germany aims to expand its armed forces to a total of 460,000 personnel to meet modern NATO capability goals. This includes growing the active-duty force to 260,000 troops (up from the current 185,400) and establishing a highly integrated “Neue Reserve” of 200,000 personnel designed to reinforce active units across the entire operational spectrum.
Crucially for the defense technological base, the strategy prioritizes sweeping modernization efforts, emphasizing the integration of digitalization, automation, and Artificial Intelligence into military operations. It also mandates widespread de-bureaucratization to significantly accelerate procurement and operational capabilities. This approach will facilitate the faster integration of advanced technologies, such as unmanned systems and secure communications, fostering deeper collaborative industrial integration and empowering agile innovation within the defense sector.
